This chapter has carried on the description of the data of the 2012 RD investment and Associated with 2013 RD output in Anhui province. The fourth chapter, introduced the research methods and analysis indicators. In this paper, analysis and calculation of RD input and output efficiency by using of date envelopment Analysis (DEA) in Anhui province; the indicators are based on the theory of RD, from others, and can query to the relevant data in the Statistical Yearbook. This chapter centre on overall efficiency of Anhui RD activities, The efficiency of RD activities in Anhui province major institutions，The RD efficiency of 16 cities in Anhui province. Through these three angles, to evaluate and analyze the efficiency of RD activities in Anhui. The sixth chapter, problems and counter measures. Through data reflected the problems and the current situation of RD activities in Anhui, Summary existing problems and countermeasures in RD activities. Conclusion：resources utilization effect of Anhui RD is poor, existing waste; Basic research spend too much，insufficient output; Drive capacity of enterprise RD activities in Anhui is weak; Key cities of Anhui about RD activities efficiency are not high.
