东北大学硕士学位论文摘要摘要加快发展现代中药产业是本溪经济结构调整和实施可持续发展的客观要求。 本溪市作为老工业基地，长期以来，凭借矿产资源，形成了以钢铁、化工、建材 等原材料工业为主体的工业体系。从20世纪90年代开始，随着煤炭、有色金属 等矿产资源的逐步枯竭，本溪经济的结构性矛盾十分突出，持续稳定发展面临严 峻挑战，由此引发的经济社会问题日趋显现。进入新世纪，建立在不可再生资源 基础上的本溪经济，迫切需要培植新的接续产业，以实现地区经济的可持续发展。因此，如何把本溪的现代中药产业做大做强，是事关本溪经济结构调整能否取得 成效，经济保持健康快速发展的重大战略问题。本文中，引言部分描述了论文研究的背景。第一章简要介绍了产业经济发展 战略理论。第二章介绍本溪发展中药产业的背景与意义。第三章介绍了本溪中药 产业现状。包括中药资源状况、药材种植业及中药制造、中药研发现状。第四章 介绍了本溪中药产业的发展优势。包括国家有利的产业政策、广阔的市场空间、 地方政府的全力支持、优越便利的区位条件、初具雏形的产业体系、源远流长的 中药文化及相辅相成的关联产业，等等。第五章介绍了本溪发展中药产业存在的 主要问题。从宏观层面和微观层面分别进行了阐述。宏观层面：国内外竞争日趋 激烈、缺乏整体战略性优势、政策扶持力度不够。微观层面：药材种植尚未形成 规模化、缺乏对药农强有力的激励机制、缺少地区性的大型药材交易市场、饮片 加工发展滞后、企业规模小、资本脆弱，等等。第六章是在第四章和第五章的基 础上，提出本溪发展现代中药产业的对策。主要对策是：加快产业结构调整，做 大做强龙头企业；加快GMP改造，提高国际竞争力：加速技术创新，提高医药企 业研发水平和核心竞争力：搞好现代中药高新技术产业基地建设；创造快速发展 的环境和空间：加快国内外智力引进步伐；建立有效的市场营销机制，实现中成 药产业产销平衡发展；以项目为载体，全面启动招商引资工作。关键词：中药产业战略对策II东北大学硕士学位论文 AbstractAbstractThe fast development of modem Chinese medicine industry is an objective need for Benxi’S economic structure adjustment and its implementation of sustalnable development．As an old industrial base． depending on mineral resources for a long term，Benxi has formed anindustrial system，focusing on the raw materials such as iron and steel， chemicals and building materials．Since 1990s，with the gradual exhaustion of COal and non．ferrous metals，there has arisen a strikingcontradiction for Benxi’S economic structure．and its sustainable andsteady development is confronted with severe challenges，as a result of which．tIlere comes a series of economic and social problems．In the new century,Benxi’S economy,based on irrecoverable resources．iS in a bad need for building new continuous industries，SO as to realize the sustainable development of local economy．Therefore，how to fosterBenxi’Smodem Chinese medicine jndustry has become all important strategic problem，which determines whether or not Benxi’S economic structure adiustment will be effective to achieve healthy and steadyeconomic progress ofBenxi．In this article，the background for the pape
