AbstractSincethereformandopeningup，alongwithChinasrapideconomicdevelopment,Peopleslivingstandardshavebeenimprovedsignificantly.Atthesametime，wecanseethepatternofincomedistributionhasalsoundergonetremendouschanges，inParticulartheincomegapbetweenurbanandruralresidentsshowingacleargap.Promotingthedistributionofincomefairlyandrationallyisinfavorofenjoyingafairdevelopmentoutcomesforurbanandruralresidentsandbuildingaharmonioussocialistsociety.Ifwedontattachimportancetotheurban-ruralincomegap,itwillcauseaseriesofeconomicandsocialproblems.howtoreducetheincomegapbetweenurbanandruralresidentshasbecomeoneofthehotestissuesinthefieldofeconomics.Relyingonmarketforcesandsocialforcessolelyareunabletoreducetheincomegapbetweenurbanandruralresidents,whichneedsthegovernmentperformingitsfunctionstoadjusttheincomedistributionbetweenurbanandruralresidents.Financialexpenditurepalysanirreplaceableimportantroleinavarietyofpolicyinstrumentstopromotethefairincomedistributionbetweenurbanandruralresidents,andhasadirectandfar-reachingimpactonit.Therefore,thisarticlestudiestheissuesofincomegapbetweenurbanandruralresidentsinYunnanProvincefromtheperspectiveoffinancialexpenditure,andspecificproposalsoffinancialexpenditurepoliciesareputforwardtoreducingtheincomegapbetweenurbanandruralresidents.Inthisarticle,rigoroustheoreticalanalysisandempiricalresearcharecombined,whichisinordertoclearthetheoreticalrelationshipsandempiricaleffectsoffinancialexpenditureontheincomedistributionbetweenurbanandruralresidents.Itmakespublicfinanceandeconomichistorianaswellasnationaleconomicsetcastheoreticalbasis,andobtainslargeamountsofdataandinformationbyseekingdocuments.Italsomakeseconometrictheoryasempiricalbasis,andconductsempiricalanalysisoffinancialexpendituretoadjusttherunningperformanceoftheincomedistributionbetweenurbanandruralresidentsthroughtheapplicationofeconometricmodels.Thisarticleisdividedintofiveparts.Thefirstpartisintroduction,whichmainlyintroducesbackgroundandsignificanceofthetopics,situationsofdomestican
