IVIVcounty economic development.About the functions of industrial clusters promoting the county economic growth, domestic and foreign scholars have done a large amount of research, they all think industrial clusters can produce many kinds of effects to promote the county economy. Though this kind of view has got extensive approval, it is only the one-way research about impact that industrial clusters cause to county economic development, ignoring the acceleration that county economic development generate to industrial clusters. On the basis of the analysis on economic development of Huaining county, this paper propose that the real relationship between county economy and industrial clusters is that the county economy has developed into a certain stage that started to accelerate the industrial clusters shaping, and the shaping of industrial clusters has driven the sustainable development of the county economy in turn.
