AbstractWiththedevelopmentofthesociety,theinfluencesofurbantrafficcongestionandsafetyonpeoplesnormallifebecomemoreserious.Inwinter,especiallyinthenorthareaofourcountry,thetrafficproblemcausedbysnowandiceisparticularlyoutstanding.Investigatingbasictheoryoftrafficflowtodevelopthepotentialruleprovidesthefoundationfordoingtrafficmanagementandalleviatingtrafficproblem.Asanimportantbranchofthetrafficfundamentaltheory,theresearchofcar-flowingmodelinsnowandiceurbanexpresswayyieldsveryimportantpracticalsignificance.First,thispaperclassifiesurbanroadsbasedontheirsurfaceconditionsinwinter,andthenconductstrafficsurveysontwocommonsnowandiceroads,combinedwiththeactualsituationofurbanexpressway.Accordingtotheresultsofthesurveys,thispaperanalyzesstatisticallyontrafficflowcharacteristics,suchasfreeflowrate,averagespeed,speeddistribution,headwaybetweenadjacentvehicles,therelationshipbetweenrelativespeedandheadway,andthedriver’sreflectioncharacteristics,andthenquantitativelystudiestheinfluencesoficeandsnowoncar-followingbehaviorsinurbanexpressway.Secondly,thispapercomparesandanalyzesthecharacteristicsofdifferenttypesofspeedoptimizationfunction,establishespredictedspeedmodelaccordingtoGreenshieldsspeed-densityrelationship,thenconstructstheminimumdistancesmodelaccordingtocar-followingstate,thusbuildssnowandiceroadspeedoptimizationmodel.Basedonthepresentresearchtheoryofcar-following,usingtheideologyoflinearcar-followingmodeltooptimizefullspeeddifferencemodel,andcombiningwiththespeedoptimizingfunction,thispaperestablishesanewcar-followingmodelwhichissuitableforsnowandiceurbanexpressway.Finally,themodeliscalibratedrelyingontheexperimentallymeasureddata,andexperimentsaredesignedtoverifythemodelstability,andaccelerationasymmetry.Inthemeanwhile,thesimulationandanalysisonthenewmodelandthefullspeeddifferencemodelbasedonthesurveydata,showthatthenewmodelagreesbetterwiththeactualtrafficflowiniceandsnowroads,whichcanprovidetheoreticalsupportforformulatingicyandsnowytrafficmanagement.Keywords:snowan
