摘要近年来，随着全国省直管县财政体制改革及“扩权强县”试点实践不断深入 推行，省直管县体制改革成为了众多学者的关注热点。我国现行市管县体制从上 世纪八十年代伴随着地区体制改革浪潮推广并沿用至今，它曾极大地推进了城乡 一体化的发展，形成了以大、中城市为依托带动周边县、乡镇经济发展的模式， 推动了整个社会经济高速向前发展，也对地方政治稳定做出了极大的贡献。随着 我国社会经济的不断发展以及工业化、信息化、城镇化的深入推进，对行政体制 提出了更高的要求，现行市管县体制已不能满足市场经济发展需要，并逐渐显现 其弊端。市管县体制在一定程度上增加了行政成本、降低了行政效率，与我国大 部制改革的相悖，也不利于县域经济的发展壮大。为了解决市管县体制所产生的 “财政漏斗”、“权力漏斗”、“效率漏斗”等弊端，省直管县体制改革被提了出来。 本文以此出发，系统梳理市管县体制的发展历程并综合评价市管县体制在施行中 所产生的利弊，阐述了省直管县体制改革的所产生的背景、动因、意义，运用案 例分析方法对浙江省、河南省、贵州省东中西部三个省份的省直管县体制改革做 了具体分析，总结这三个省份在省直管县体制改革中所取得的成效及存在的不 足。在总结其他省份改革实践经验的基础上，全面分析广西推行省直管县体制改 革的现状及推行省直管县体制的意义，并提出广西推行省直管县体制的几点建 议。本文研究目的在于通过对省直管县体制改革进行研究，提出具有现实可操作 性的对策建议，以解决市管县体制弊端，推动城乡一体化进程及壮大县域经济； 同时增强民族地区综合实力，缩小地区差异，维护民族团结，促进经济的可持续 发展。关键词：扁平化；省直管县；体制改革；比较AbstractIn recent years, with the practice of province directly governing county system reform on finance and strengthen the power of country pilot unceasingly thoroughly, province directly governing county system reform has become a hot spot of many scholars attention ． The citygoverning county system originated and promotion in the wave of region system reform and still in use since the 1980s, it has greatly propelled the development of urban-rural integration, formed a kind of economic development model that large and medium sized cities to drive thesurrounding countryside ． To promoted the rapid development of thesocial economy and also make a great contribution to local political stability ． With the development of our social economy and the deepening of industrialization, informatization, urbanization forward, theadministrative system need to Meet the higher demand ． And The citygoverning county system cannot meet the needs of the market economy development, and gradually revealed its disadvantages ． The city governing county system increases the administrative cost, reduces theadministrative efficiency, contrary to the super-ministries reform in our country and hinder the development of county economy in a certainextent． The county system refor
