III 西北师范大学 刘 洁 文化产业发展中的地方政府行为研究 Abstract With worldwide strengthening fusion between culture and economy, culture is becoming a prominent impetus to economic growth, and playing an increasingly important role in economic competition . In this case, local government also adjust measures to local conditions, develop cultural industry to contribute to the local economy. Although the development of cultural industry based on market economy, government actually plays a vital role, especially in the early stages , in cultural industry.How government plays its function and role in culture industry, is a issue will be studied in this article. Firstly, reviews the history of painting and art in tongwei county, summarizes its specific brand culture and cultural spirit and the aspects of cultural implications. Secondly, states emphatically the important measures of local government in culture industry, then analyzes the characteristics of local government and the reason that government committed to culture industry. In view of the theme, this article based on the background of the social transformation, tracks the history of painting and calligraphy art, study the features of the local government behavior on culture, by rational choice theory. The article maybe contribute to painting and calligraphy art, and offer a reference to other governments how to develop local culture after summarizing effective measures of local government on culture in backward region in Northwest China.
