As an important building type of city，the composition and performance of the extemal space environment of Administration Center，will greatly a汪汪ct the overall development of urban space. Spaces in the city dominated by play a decisive role. Therefore，the extemal space environment of Administration Center has become an important space form in city，more and more attention. Based on the .analysis of . evolution of Administr就ion Center historical development in China and the West， the thesis pointed out that the development of outer space of modem urban Administration Center is moving from closed to open，.from authoritarianism to democracy ，from management to service. However，there is stilllots of questions exist in the process of actual construction ，such as too much emph臼is on building their own d巳sign，the municipal pl缸a is too large scale to have a sense ofplace， lack of deeper understanding and application of humanities-scale ，lack .of a comprehensive grasp of the urban space.
