The advantage project organization has shaped its distinctive characteristics and operational characteristics. To realize the aim of powerful nation of sustainable sports development of the latent advantage of breakthrough is an important task currently. There is no denying that to study and explore characteristics of potential advantages sports has an important theoretical value to know its regular pattern and has significant practical value to promote the balanced and sustainable development of competitive sports. Based on organization theory and sports training theory, this study uses the latent advantage of athletics sports as object by the methods of literature material law, expert interviewer, questionnaire survey and mathematical statistic ,mainly studying its project characteristic and the organizational structure characteristic in order to serve for breakthrough and development of latent advantage project.
