II II Abstract As food safety problems have received extensive attention in recent years, this paper studies on how to dynamically create the emergency response plan of food safety problem to deal with the food safety problem which may or will occur at once, and make the risk prevention and control more efficiently. Based on learning of related literature and theory, it put forward that case-based reasoning (CBR) method, a kind of the machine learning theory, is used to create the food safety emergency response plan. By taking consider of the particularity of the food safety problems, use data mining and artificial intelligence method to solve several key problems in case-based reasoning as follows: Study on the representation of food safety emergency response case. According to the emergency mechanism and laws and regulations of food safety in China, analyze the specific measures in food safety emergency and the details involved in the food safety emergency response cases. Then choose the frame representation method and design the corresponding storage structure to achieve the performance of the food safety emergency case which is based on the content of food safety emergency case.
