关于我国医疗保险跨省异地就医问题研究 　　摘要：近些年，由于人口流动加快、医疗资源配置不平衡、实际行政区划与人口流动不统一等因素，跨省异地就医人群逐渐庞大，且普遍负担较为沉重。跨省异地就医保障工作进展缓慢主要是因为统筹范围过小、政策复杂、信息沟通难度大所致。为此，在现阶段经济发展程度暂时无法支持全国统筹的情况下，现对具体人口流动特征进行分析，根据结果在相应人员流动密集的地区，以该区域为单位建立跨省异地医疗保障小联盟，结合国家相关政策，利用现有条件，进一步解决较为普遍的跨省异地就医人员的保障问题。 　　关键词：异地就医；跨省异地就医；医疗保障 　　中图分类号：F840 文献标识码：A 　　文章编号：1005-913X（2016）04-0116-02 　　The research about the medical insurance in our country put into practice hospitalize out -of- line trans-provincial 　　Zhang Yaqing 　　（The central university for nationalities，Beijing 100081） 　　Abstract：In recent years，due to the acceleration of the migration movement，the unbalanced configuration of the medical resource， the not unification between the actual administrative area and the migration movement ，more and more patients are seeking for interprovincial hospitalization out -of- line，and in general the burden is a little heavier. On the other hand，the safeguard work of the interprovincial hospitalization improves pretty slow，mainly because as a whole range is too small，complex policy and difficult information communication .The fact is the economic development is unable to support the national arrangement overall for the moment，thus analyzing the characteristic of the migration specific movement，it would establish a few interprovincial medical safeguard leagues as for the unit of this area ，according to the consequence in the densely populated area .Combined with the related policy of our country，taking advantage of the existing condition，working out further the more widespread safeguard problem of the patients which are belong to interprovincial hospitalization out -of- line. 　　Keywords：Hospitalize out -of- line；Interprovincial hospitalization 　　从2009年新医改全面启动以来，历时7年，“我国已经织起了世界上最大的基本医疗保障网，截止到2015年，城镇职工基本医疗保险、城镇居民基本医疗保险、新型农村合作医疗3项基本医疗保险参保人数超过13亿，参保率保持在95%以上，较2010年提高了3个百分点。2015年新农合、城镇居民医保人均筹资增加到500元左右，其中政府补助标准提高到380元，比2010年（120元）增长了2.2倍。2014年3项基本医疗保险住院费用政策范围内报销比例均达到70%以上，实施了城乡居民大病保险，全面建立起了疾病应急救助制度。医疗改革可谓成绩辉煌”。 　　由于我国各地区经济发展程度差
