加强基层服务型党组织建设对策研究 　　[摘要] 加强基层服务型党组织建设是落实“四个全面”战略布局的内在要求，是实现中国梦的现实需要，是践行群众路线的必然选择，是保证党长期执政的重要举措，具有重大的现实意义。本文梳理了基层服务型党组织建设的提出和发展历程，总结了基层服务型党组织建设在实践中面临的问题及其原因，并提出了四条对策建议。一要提高站位，深化认识，从全面建成小康社会的战略高度强化服务理念；二要严明纪律，建好队伍，按照全面从严治党的要求提高服务能力；三要开拓阵地，建好平台，以全面深化改革的决心和智慧提升服务水平；四要建章立制，做足配套，依据基层治理法治化的部署实现服务常态化、有效化。 　　[关键词] 基层服务型党组织建设；基层党建；基层治理 　　[中图分类号] D267.6[文献标识码] A[文章编号] 1008―1763（2017）01―0130―05 　　Abstract：Of great practical significance， strengthening the construction of serviceoriented grassroots party organization is the inherent requirement of four overall strategic layouts， as well as the realistic needs of the Chinese Dream， which is an inevitable choice for the practice of the mass line， and an important measure to ensure the longruling party. This paper sorts out the origin and development of basic serviceoriented party organization， sums up the problems in practice， and puts forward four countermeasures.
