Abstract With the development of the times, library as a information services organization, on the one hand, it’s function has been taking constant change, consciously or un consciously; On the other hand, the majority of library users from the point of their own view constantly put forward some new demands to the library. Which allows the library to examine their future development trend continually, and try to close the contact between the demands of library users and library own activities ulteriorly, so as to achieve the harmony and unity of both, and meet the needs of the library users , exert library’s good social benefits. Of the many demands of library users to library, the fulfillment of personalized information demands is undoubtedly an important topic in the field of information services in the library. In fact, recently, the library itself network environment has been changing, from the early web1.0 to web2.0, and then to the web3.0, Which has just gone throng in 2010 as it’s first year. This constant escalation of network environment and the improvement of the concept that library people use network means to engage in information services provide the technical basis of the conditions to meet the personalized needs of library users. That is precisely why this article select it as topic to study. Firstly, the article elaborates the background, theoretical and realistic meaning that the author select the individualized information service in library as the research topic , as well as the ideas and method of this paper; Then the second chapter provides an overview of the web3.0 and the personalized information services in library ; In this chapter ,there are several small sections ， in which the author introduced the core substance ,background ,features of the web3.0 respectively；In the third chapter, with two section, ,the author explored the impact that web3.0 environment probably may have on the personalized information servi
