治理视角下我国发展低碳经济网络互动机制初探 　　摘要：发展低碳经济是我国协调社会经济发展、保障能源安全与应对气候变化的必然选择。可以借鉴治理理论中的合理内核，通过构建一种政府引导、市场激励、社会各个角色协同参与的多元共治模式，在维护社会各方利益的同时推动低碳经济的发展。应在治理理念的指导下，建立一个系统的、互动的、综合的低碳经济发展模式。 　　关键词：治理；低碳经济；多元主体；互动模式 　　 　　Abstract: The development of a low carbon economy is vitally important for socio-economic development, safeguarding energy security and responding to climate change. Based on Governance Theory, we can formulate a new pattern of multi-governance which is composed by the leadership of the government, the inspiration of the market and the anticipation of other social groups. It is necessary to establish a systematic, interactive and integrated low carbon economic pattern based on this theory. 　　Key Words: Governance Theory; low carbon economy; multi-bodies; interactive mode 　　The Network of Developing Chinas Low Carbon Economy from the Perspective of Governance Theory 　　Tong Chun-fen.Gao Zhong-ya.① 　　Nowadays the world is facing the problems of environmental pollution, climate change, etc. Exploring ways of developing a low carbon economy is imperative, especially in China. A low carbon economy is a kind of economic mode based on low power consumption and low pollution discharge. To develop a low carbon economy, the government must plan systematically and take the whole situation into account to integrate social resources comprehensively. Governance Theory is helpful in building an interactive mode, which is good for exploring a good way to develop a low carbon economy. The challenge to the academic community is to develop a composite measure of multilevel governance that captures aggregate public and nonstate policy initiatives at various levels.(Dimitrov R S, 2010) 　　1. The necessity of developing a low carbon economy 　　A low carbon economy is being accepted by more and more countries as it can combine with both economy development and environment protection. China also needs to explore ways of developing a low carbon economy for the following reasons: 　　Firs
