万方数据 万方数据 ★全日制学术型硕士研究生 浙 江 省 硕 士 学 位 论 文 论文题目：“西部计划”志愿者队伍结构优化研究 授予学位学科专业：思想政治教育 学科专业代码：030505 研究方向：高校学生事务管理理论与实践 摘 要 “大学生志愿服务西部计划”（以下简称“西部计划”）自 2003 年开展以 来，共有来自全国 1000 多所高校的 18 万应届毕业生和在读研究生奔赴中西部 22 个省（市、自治区）以及新疆生产建设兵团的 2100 多个县进行为期 1-3 年的 志愿服务。随着志愿项目的不断增加，志愿者规模的不断扩大，志愿者队伍结构 存在的问题也日益凸显，成为影响志愿服务效果、影响“西部计划”科学有序发 展的重要制约因素。 本文以“西部计划”大学生志愿者、用人单位、项目办负责人为研究对象, 运用相关理论，从“西部计划”的实施及志愿者队伍结构的概况入手,概括了“西 部计划”志愿者队伍的基本情况与特点，并通过分析、论证，将“西部计划”志 愿者队伍结构优化标准分为身份、学历、学科、动机、岗位等五个方面，并分别 指出每一方面志愿者队伍结构失衡（存在的问题）的原因。针对这些原因，结合 “西部计划”实际情况，提出相应对策，即完善志愿者招募机制、规范志愿者使 用流程、落实志愿者保障政策等。 关键词：西部计划，志愿者队伍，结构优化 I ABSTRACT Since 2003, 180 thousands new graduates from more than one thousand universities have participated in the project of college student volunteers service in the West for 1 to 3 years. With the projects and volunteers increasing, the emerging problem of volunteers’ constitution gradually becomes the main constraint affecting the effect and future development of this project. Based on relevant theories, this paper focused on the research objects, involving volunteers, potential employers and the project directors. After profiling the general information and characteristics of the volunteers’ constitution, this paper employed analysis and demonstration methods to establish a five-dimensional optimization criteria, including identity, education, discipline, motivation, and position. Meanwhile, this paper pointed out the details of the imbalance ( or existing problems) of the volunteers’ constitution and proposed potential explanations. Based upon all these consideration and the actual situation of the project, corresponding countermeasures were finally put forward, from the aspects of improving the mechanism of volunteer recruitment, regulating the distribution process and implementing the security policies for volunteers admitted.
