In this case ,it is a historical legacy systems planning an construction oversight ,transition effects of social setting community building and development cultural lag and other psychological reasons for different levels of “common ground ”.The paper has results on the basis of reference and respect for grassroots information,made a number of old-age security for small and medium sized cities in the develo pment of viable urban village path: first, reform the irrational land requisition system； second， led the government to strengthen income redistribution，and increase government financial investment ;third,according to different villages in the city,establishing a wide range of old-age models,such as the establishment of nursing homes,retirement communities play the role;Fourth,a multi-pronged,long-acting protection mechanism to the benefit of all ages,in different subjects for town,such as the establishment of pension insurance landless peasants, migrants join the city or the rural old-age insurance old-age insurance.
