I I 摘 要 摘 要 改革开放以来,在国家政策的支持下,我国的中小民营企业如雨后春笋般涌现出来, 并获得蓬勃发展,但从总体上看,民营企业特别是中小民营企业与国有企业相比,发展 状况相对艰难许多。加入 WTO 后,我国的企业迫切需要高素质的人力资源。但中小民 营企业由于先天不足,人才观念和管理模式落后,薪酬制度不尽完善,不重视员工培训 等人力资源管理问题,使自身的发展遭遇瓶颈。论文在参阅借鉴专家相关问题的研究成 果的基础上,明确了中小民营企业和人力资源管理的释义,分析了我国中小民营企业人 力资源管理方面存在的问题及其成因,通过中小民营企业人力资源发展的环境与大企业 的对比分析,提出了适合中小民营企业人力资源管理的三维模式,以山西 SQ 饮料有限 公司为案例,对其人力资源管理体系进行设计,对中小民营企业人力资源管理的完善具 有一定的参考价值。 关键词 中小民营企业 人力资源管理 三维模式 山西 SQ 饮料有限公司 II II Abstract Abstract Since the reform and opening up and with the support of national policy, Chinas small and medium-sized private enterprises have sprung up, but generally speaking, compared to the development of state-owned enterprises, the development of private enterprises, especially small and medium-sized private enterprises is much tougher. After joining the WTO, Chinas enterprises urgently need high quality human resources. But the development of small and medium-sized private enterprises experience a bottleneck because of the inherent inferior position, the backwardness in talent concept and management pattern, the imperfect pay system and the ignorance about employee training and other human resources management issues. Based on the research findings of related issues by some experts, the thesis makes clear about the definition of small and medium-sized private enterprises and human resource management, analyzes the problems and causes of human resources management in small and medium-sized private enterprises in China, and through comparative analysis between the environment of human resource development in small and medium-sized private enterprises and large enterprises, it puts forward the three-dimensional model which is appropriate to the human resources management for small and medium-sized private enterprises. Taking Shanxi SQ Beverage Co., Ltd. as the case, the paper has designed its human resource management system, which has a certain reference value for the improvement of human resources management of small and medium-sized private ente
