I I 摘 要 党的基层组织是团结带领群众贯彻党的理论和路线方针政策、落实党的任务的战斗 堡垒，是党的全部工作和战斗力的基础。党的十八大报告在全面提高党的建设科学化水 平方面要求“创新基层党建工作，夯实党执政的组织基础。”报告提出“要落实党建工 作责任制，强化农村、城市社区党组织建设，加大非公有制经济组织、社会组织党建工 作力度，全面推进各领域基层党建工作，扩大党组织和党的工作覆盖面”，“健全党的基 层组织体系，加强基层党组织带头人队伍建设，加强城乡基层党建资源整合”。这是根 据新的形势和任务对发挥基层党组织战斗堡垒作用作出的新概括、提出的新要求。构建 城乡统筹的基层党建新格局理应包括广大新兴农村城市化地区的基层党建这个层面，也 即“城乡一体化基层党建”，它的构建具有切实的紧迫性与必要性。文章对山城区城乡 一体化基层党建新格局进行了挖掘和研究，总结了其构建途径、实施效果和创新特色， 并提出了相应对策。 全文由以下三部分构成： 第一部分，通过对农村党建工作的调查研究和大量的文献资料的学习研究，对国内 新时期农村基层党组织建设研究的状况进行的系统深入的分析，为课题研究提供了丰富 理论指导和研究素材；明确了本课题的研究方向、方法、原则和内容以及技术路线及创 新点，为课题的研究奠定良好的基础。 第二部分，从分析研究山城区构建城乡统筹的基层党建新格局工作现状中，归纳总 结了目前工作的主要特点和存在的主要问题，针对山城区的特点，对存在的主要问题形 成的原因进行了深入的分析和研究，初步明确了山城区推进城乡一体化基层党建工作的 原则、内容、方法以及途径和办法。 第三部分，在对现状、主要问题、形成的原因及原则内容的分析研究的基础上，探 索性的提出了山城区构建城乡统筹的基层党建新格局的对策思考。这一部分也就是本文 的落脚点和研究的结论。其特点是把制度建设贯穿于党建工作的全过程之中，探索性提 出了贴近实际的，切实可行的，具有可操作性的途径和办法。 关键词：城乡一体化, 基层党建, 山城区 II II III III IV IV ABSTRACT Community-level Party organizations play a key role in rallying and leading the people in implementing the Partys theories, line, principles and policies and in carrying out its tasks.， and is the foundation of partys entire job and the battle efficiency．Report to 18th NCCPC proposed that “Promote community-level Party building in an innovative way and consolidate the organizational foundation for the exercise of governance by the Party” in “Making Party Building More Scientific in All Respects”.
