I I 摘 要 如今，很多劳动者选择灵活就业，这样一来城镇灵活就业人员的团体力量越来越 大，把灵活就业人员纳入养老保险的体系里面去已经是现行的养老保险制度所面临的新 挑战。长期以来，我国城镇灵活就业人员与养老保险转移接续政策应该是建立良好的联 系的，但是却缺乏应该有的外部联系，社会各个阶层特别是其中的城镇灵活就业人员有 权享有公平的养老保险转移接续的政策，因此城镇灵活就业人员养老保险转移接续问题 是我国养老保险制度面临的长期挑战，也是当前城镇灵活就业人员养老保险体制改革的 主要问题。 本文先是在相关概念和相关理论上对城镇灵活就业人员的养老保险转移接续进行 了明确的阐述，结合济南市实际情况为例，分析了我国城镇灵活就业人员社会保险的现 状和存在的突出问题，如制度建设不健全，管理方式粗放以及参保者自身障碍等问题以 及原因分析。分析了国内的问题后，本文又通过分析国外灵活就业人员养老保险流动中 的制度分析得到了值得的经验，最后，提出了完善灵活就业人员社会保险制度的四条措 施即推进养老保险转移接续关系的制度建设，管理服务建设，基金建设和城镇灵活就业 人员自身积极参保建设。 关键词：城镇灵活就业人员；养老保险；转移接续；对策措施 II II ABSTRACT Nowadays ， many people choose to obtain flexible employment. Town flexible employment’s community strength is growing. Including the flexible employment into pension insurance system is a new challenge to the already existing pension system faces. For a long time, Chinas urban flexible employment and pension insurance transfer and continuation of policy should have established a good contact, but the lack of any external link should be, all sectors of society, especially among the urban flexible employees are entitled to a fair pension benefits Therefore flexible employment pension transfer and continuation of the problem is the long-term challenges facing the pension system, but also the current major issues flexible employment pension reform. This thesis firstly makes clear about town flexible employment endowment insurance transfer and renew on correlation concept and correlation theory. Taking Jinan’s physical truth for example, the article analyses the current situation and prominent problems of town flexible employment endowment insurance transfer and renew, such as, the imperfect legal system, the extensive management and services, and many obstacles originated from themselves.
