As the important link to suburban urbanization, the urban and rural development, the compensation of homestead replacement is not only related to the vital interests of homestead replacement farmers, but also related to the important measure to the urban system of overall development. In the compensation of homestead replacement, homestead assessment is the premise to the homestead replacement implemented effectively, and the distribution of the appreciation income of the homestead replacement is the key to ensure the standard of the compensation to the replacement, the reasonable proportion to the distribution not only to preserve the vital interests of the homestead replacement farmers, reduce the resistance of the homestead replacement, but also have the important practical significance on the social stability of the maintenance area, and the promoting development between urban and rural.
