I I 摘 要 随着城市化的快速推进，城郊失地农民的数量大幅增长。无法融入城市、 缺乏工作技能、竞争意识不强等各种原因，导致大批失地农民缺乏稳定就业而 陷入贫困，成为城市贫困群体的主要来源。有效解决失地农民的就业问题，事 关社会公平、和谐和稳定，是当代中国需要解决的突出问题。 本文在回顾我国征地政策演变的基础上，结合合肥市不同时代拆迁安置小 区的调查研究，揭示出安迁政策的不同对失地农民持续发展的影响。当今货币 加住房相结合的拆迁安置方式，不能给失地农民带来归属感。对于社保缺乏的 失地农民而言，没有稳定就业就没有稳定的收入，就没有对未来的安全感。在 城市本身存在大量失业的情况下，如何让失地农民获得就业保障，需要党和政 府创新拆迁安置方式。在解决社会保障的基础上，把对失地农民的补偿重点从 货币补贴转移到就业培训，努力提高失地农民职业发展能力，才能让失地农民 获得发展的信心，真正融入到城市社会当中。 本文所说的职业发展能力，实质是就业的能力，更好的适应社会、适应市 场的能力。影响失地农民职业发展能力的因素很多，既有主观因素也有客观因 素。从主观上来说，文化水平不高，专业技能缺乏，竞争意识不强，社会关系 缺乏等，导致失地农民在城市就业市场上处于不利地位；从客观因素来说，政 府的补偿与安置政策，对失地农民的教育培训，就业服务机构的完善，以及拆 迁安置小区的地理位置等，都会对失地农民的持续就业产生重要影响。 本文对影响失地农民职业发展的诸多因素的探讨中，特别突出对失地农民 主观因素的研究。通过对小区群众的大量走访，结合对成功个案的深入访谈， 总结出积极上进、谦虚好学、头脑灵活、敢于冒险、坚忍不拔等个性品质是获 得职业成功的关键。在对失地农民进行培训的过程中，不仅要进行技能和知识 的培训，还要突出个性品质的培养和就业心理的疏导。 失地农民就业关系到社会的和谐稳定，是党和政府需要高度关注的民生领 域。计划经济时期的失地农民因为有良好的工作和稳定的社会保障，没有带来 严重的社会问题。上个世纪九十年代以来，随着货币化补偿时代的到来，失地 II II 农民逐步成为城市中最大的贫困群体，拆迁中带来的矛盾和冲突也愈演愈烈， 究其根本原因是没有有效的解决失地农民的职业发展问题。本文在对失地农民 职业发展影响因素研究的基础之上，提出了健全社会保障、创新安置模式、加 强就业培训、营造就业环境、完善就业服务等多方面解决是农民就业的有效措 施，为社会各界更好的解决失地农民的就业，维护社会的公平和正义，促进经 济社会的持续发展提供了有益启示。 关键词： 拆迁 失地农民 职业发展 城市化 PAGE PAGE IV Abstract With the rapid progress of urbanization, the number of peri- urban landless peasants increased significantly. Be unable to integrate into cities, the lack of job skills,and conscious competition, and other reasons, led to a large number of landless peasants who are lack of stable employment which led to poverty, to become a major source of urban poverty groups. To effectively solve the employment problem of landless peasants, is related to social justice, harmony and stability, China must resolve this outstanding issue.
