中文摘要 ? r ‘ ‘句 城市社区管理模式创新是卢个关乎社区建设与发展能否顺利进行的意大问 题，更是关系到社会良性运行的关键环节，因此，改革我国现有的城市社区管理 模式，意新确定社区职能定位，理顺社区组织纵向、横向关系具有重要的理论和 现实意义。 论文结合国内外社区管理模式运行实际经验与巳有理论研究成果，提出构建 新型社区管理模式。该模式是以社区自治为核心，以从上至下的政府推进与从下 至上的社会推进为双震动力，以区政府、街道办事处、社区等三大治理主体，形 成行政、统筹与自治之三元复合管理模式，遵循管理和服务相结合的原则，实现 行政管理与社区自治相融合。区政府职能定位于政治控制职能、行政管理职能、 公共服务职能，街道办事处的主要职能定位于统筹协调职能，社区的职能定位于 自治职能，通过职能优化配置实现模式运作的效益最大化。 论文对新型社区管理模式的可行性分析是结合正定市 M 社区实际运作状 况，采取个案研究方法，检验新型社区管理模式的可行性，并在该市 M 社区与 N社区之间进行比较分析中显示了该模式的实际绩效。最后，论文认为推进社区 管理模式变革，必须坚持行政功能剥离、街道办事处职能的调整、重组社区自治 的体系、政府管理与社区自泊相协调，只有这样，才能为推动我国社区建设发展 提供了新思路，保证新型社区管理模式的科学性与可行性。 关键词:城市社区:社区管理模式;社区绩效:比较分析 r 1‘ 、IJ ABSTRACT The innovation of the U[banωmmunity management model is a key element in community building and developing sm∞thl弘 especially in relationωthe social operation wel1.Therefore，it is important 伽eoretically and practically ωreform of our coun町， s existing urban ωmmunity management model，ωredefine 也eωmmunity function orientation， and ωstraighten out vertical and horlzontal relationships of aωmmumtyo a MFwi曲曲e practice and the thωretical s阳dy of theωmmunity management at home and abroad，the paper has proposed a newωmmunity management mode.
