Solving the “three rural issues” is indispensable for building a well-off society in an all-round way. Urbanization and rural community construction which complement each other are important strategic deployments in our modernization construction，and both of them have a far-reaching influence on the rural development in China. The urbanization facilitates arranging for a large number of rural labor force，accelerating the growth of farmers’ income, promoting the urban and rural economic development.In addition， it lays the material and economic foundation for the construction of rural community which renders the concentration of rural population.In essence，the construction of rural community is to solve the rural problems with the urban thinking and measures. Specifically，it can eliminate the urban-rural dual structure and promote the integration of urban and rural areas，and ultimately，it will build a new social management service order in rural areas along with the process of urbanization. We consider the city of X as the study subject and take the literature review，comparative analysis and questionnaire as the research methods. We comprehensively summarize this city’s urbanization and rural community construction in recent years and point out the problems in the process of urbanization and the construction of rural community：some rural community facilities do not work well ， certain rural community constructions become a mere formality ， the rural community service does not conform to the standard，the level of self-governance in several rural community is low and so on. Based on the analysis of reasons regarding these problems，we provide the countermeasures and suggestions on the context of the new changes brought by the urbanization in
