The article will provide scientific bases to the new policies made by the health administrative departments and the health supervision departments in supervision over law enforcement to prevent and treat infectious diseases. Method Using the ways of analyzing reports, research data and polls, we investigated the current implementing implementation of 《 Law of infectious disease prevention and treatment》in the medical and health institutions organization，ascertained the difficulties and problems of supervision over law enforcement to prevent and treat infectious diseases. The intervened object is the outstanding problems during supervision over law enforcement to prevent and treat infectious diseases．The interventions are pre-implementation propaganda and training and implementation of The National Health Information Survey System. We analyzed health administrative penalty cases in 2007 before implementing of the system and in 2008 after implementing the system in order to evaluate the impact to health administrative penalties of implementing The National Health Information Survey System. Results There are 4180 health administrative penalty cases from year 2007 to year 2008 in Anhui Province. The majority of the offendents are the hospitals. Among the infractions, 50.44%
