万方数据 万方数据 中文摘要 城中村是我国城市化进程中出现的特有现象。随着城市化进程的加快和经济社会的发 展，城中村问题越来越突出，受到城市管理者和学者的广泛关注。城中村问题与基层政府 治理机制有关，主要表现在缺乏公众有效参与治理，所以研究城中村治理，重点在研究公 众有效参与。自从我国实行基层居民自治以来，城中村治理中的公众参与始终存在，但是 全国各地仍有相当部分城中村问题源于公众的有效参与不足，解决问题的关键在于发动公 众有效参与治理。 城中村治理中公众参与存在的问题包括：基层政府行政导向影响城中村公众参与治 理、不同利益诉求影响城中村公众共同参与治理、部分公众对城中村内公共事务参与意识 不强、外来流动人口对城中村缺乏认同感和归属感等，主要原因在于落后的管理模式是公 众参与治理缺失的重要原因、自治意识欠缺是公众参与治理缺失的内在原因、搭便车心理 是公众难以形成共同参与的根本原因、法规制度不健全是公众参与治理缺失的外部原因。 针对城中村公众参与治理存在问题和主要原因，提出应当以利益为导向激发公众参与 的内在动力、充分发挥男性在公众参与治理中的主导地位、发挥中青年人在公众参与治理 中的生力军作用、引导受教育水平高的居民成为公众治理主力军、以治安管理为重点吸收 外来流动人口参与治理、以制度建设保障公众参与城中村治理的各项权益等相关对策，努 力提高公众参与城中村治理的有效性。 关键词 城中村；公民参与；治理 I ABSTRACT Urban village is a special phenomenon during the fast urbanization in our country. With the development of city to speed up the process of economy and society, the problems of urban village is more and more outstanding, widely concerned by city managers and scholars. Urban village problems related to local governments governance, mainly manifested in the lack of effective public participation in governance, so study on the public participation is the key of village governance. Since local residents autonomy is practiced in our country, village governance in the public participation has always existed, but the country is still insufficient part village source effectively participate in the public, the key to solve the problem is an effective public participation in governance.
