AB ABSTRACT 万方数据万方数据 THE RESEARCH ON THE MATTERS OF CHINESE MUNICIPAL BOND MARKET BUILDING ——WITH US EXPERIENCES PERSPECTIVE ABSTRACT Municipal bond, also called local government bond, is a kind of public bond issued by local government to raise public infrastructure funds. It is guaranteed by itself credit and pay back by financial income or specific project revenues. Compared to other financing tools, municipal bond has its own advantage . It is a suitable financing tool for large scale infrastructure.However, due to many factors, China doesnt have true municipal bond. This paper focuses on theoretical and practical issues of municipal bonds in China from the perspective of us experiences . It has five parts. The first part focuses on the necessity of municipal bonds.Most countries with a system of dividing taxes now have municipal bond. The second part analysis opportunities and challenges for Chinese municipal bond market. We need to strengthen the system design of municipal bonds from, otherwise not only can we not solve the existing financing model problems of, but also making the risk accumulated from IV banking system to government, which will ultimately undertaken by taxpayer. The third part starts from the practice around the exploration of municipal bonds, analysis origin, development and existing problems of four kinds financing tools. The fourth part discusses experience and enlightenment of U.S. municipal bond. The last part gives some suggestion of Chinese municipal bond.
