1 1 内容摘要 随着社会和经济的不断发展，食品安全问题已经受到广泛关注。为解决此问题，中 国做了多种实践和探索。自 2008 年起，中国政府为增强监管的力度，已经制定了一系 列食品安全治理的法律法规体系，并在监督机构设置、治理方式、产品认可、安全捡测 等方面也做了一系列改革。但是，由于食品相关问题的复杂性，使得中国在治理食品安 全问题时并未从纷繁复杂的原因中找到其内在的深层机理，仍然采取的是过去那种头痛 医头脚痛医脚的不系统、低效率的方式，因此食品安全事件也屡屡发生。而这不仅使民 众对食品安全完全丧失了信心，严重损害社会公共利益，也给中国食品行业的发展和中 国食品的国际声誉造成了不可估量的损失，同时也影响了政府公信力。 因此，本研究在结合现有的国内外食品安全研究成果基础上，对食品安全问题进行 系统性的研究，并深入分析了中国食品安全问题的现状、形成原因和影响。首先，本研 究结合相关事例归纳出中国食品安全问题的现状。其次，本文从机制设计的角度归纳出 中国食品安全问题屡次出现的深层次原因是企业利益、监督者利益、消费者利益以及社 会利益之间存在着激励不相容的问题，从而使中国食品安全运行的结果偏离甚至背离了 社会治理目标，并使得生产不安全食品成为一种常态。然后，本研究分别结合欧盟国家、 美国和日本等在解决食品问题的相关事例的基础上，分析出给我们带来启示，值得我们 借鉴先进经验。最后，针对实践中存在的问题，从机制设计激励相容原理的角度系统性 地提出解决的相关对策。 关键词：食品安全；机制设计；治理对策 Abs Abstract 1 1 With the social and economic development, food safety has attracted much attention.To solve the problem of food security, China made a variety of practice and exploration.Since 2008, the Chinese government in order to enhance the strength of supervision, has developed a series of food safety management system of laws and regulations, and the supervision institutions and governance, product acceptance, safety pick up also did a series of reforms.But, because of the complexity of the food related issues, make China in the governance of food safety problem is not found in the complicated reasons for its internal mechanisms, is still the past that no system of deficit, low efficiency, so the food safety incidents have also occurred.Which make people not only lost all confidence in food safety, serious damage to social and public interests, and also to the development of Chinas food industry and Chinese foods international reputation caused incalculable loss, at the same time seriously affected the government credibility.
