摘 要 随着城镇化进程的推进，纳入城市整体规划的土地面积不断扩大，拆迁开发产生 大量的失地农民，同时，由于征地制度不完善、农民的思想观念陈旧、文化素质偏低 等，导致很多农民不能就业。由此产生的一系列的矛盾和问题不断凸显，亟待探寻解 决的具体方法。 本文首先分析了农民就业问题的基本理论，然后，分析了城镇化与农民就业的关 系，其次，以长春市为例，介绍了长春市城镇化进程现状与失地农民就业状况，分析 了长春市城镇化进程中失地农民就业的影响因素，最后借鉴国内外解决城镇化进程中 农民就业的经验的基础上提出了解决城镇化进程中失地农民就业的途径：第一，按照 统筹城乡协调发展完善农民就业制度；第二，培养农民新的就业观念提升就业能力； 第三，推进城镇化内涵式发展提供稳定的农民就业环境。 关键词：城镇化 农民就业 失地农民 社会保障 ABSTRACT With the city development, suburban continuously into the city overall planning, demolition development produces a large number of landless peasants, at the same time, because of land requisition system not perfect, farmer idea stale, culture quality on the low side, causing many peasants to obtain employment. The resulting in a series of contradiction and problem is highlighted ceaselessly, to seek the solution. This paper firstly analyzed the basic theory of peasant employment, then the relationship between urbanization and peasant employment. In the next place, Changchun City as an example, this paper introduced the urbanization of Changchun City status and employment status of landless peasants, influenced factors was analyzed on the urbanization of Changchun City peasant employment. Finally, based on the experience that solved peasant employment in the process of urbanization at home and abroad, this paper put forward some ways to solve peasant employment in the process of urbanization: First of all, improving peasant employment system in accordance with the overall urban and rural development, Secondly, cultivating peasants’ concepts of employment, at the same time, improving the employment ability, Thirdly, promoting urbanization development of connotation type, and providing a stable employment environment for peasants.
