Bases on the research, finally finds that the increases proportion of heavy industry will lead to the reduction of carbon emission intensity, and technological progress, improve of the degree of industrial agglomeration will reduce carbon emission intensity. Finally, bases on the empirical analysis and combine with the best scale theory of industrial agglomeration, the situation of carbon emissions, the article points out that rational planning of industrial agglomeration and considering the low carbon development into the development of industry agglomeration are very important, and then puts forward the policy recommendations of the future development of industry agglomeration.
