摘 要 随着教育技术与教育教学的日益紧密结合，对教师教育技术能力的要求也越来 越显著。教育技术从辅助支持到现在的网络环境下的课改，不仅从形式改变着传统的 教学模式，而且在教学效果和效率上与之相比更显现出强大的生命力。进一步巩固和 发展这种新的教学方式，推动我国教育教学质量好而快的发展具有着重要的意义。因 此，国家教育部先后下发了《中小学教育技术能力培训标准》和进行全国中小学教师 教育技术能力培训计划和基本方案。培训方案主要是从国家到省市再到县进行培训， 采用逐级、面授的培训方式，但是这种方法对培训全国上千万的中小学教师来说，不 仅周期长、效率低，更是一个巨大的挑战。 为了解决培训这个艰巨的任务，我通过调查中小学教师的基本情况，并结合目前 网络学习的特点，对构建一个专用于中小学教师教育技术能力培训平台的方案进行调 查和研究，根据调查的数据进行分析、探索，力争在培训平台的设计上有所创新，平 台的结构和性能上能基本上满足广大教师的培训要求。 在平台的设计和开发中，注重理论与实践相结合，精析理论，归纳理论，丰富和 发展理论；在实践中注重技术在实现设计中的重要作用，切实做到敢于实践，开拓创 新。在培训平台的设计过程中，结合建构主义理论、认知负荷理论构建远程的培训环 境；把人类的认知过程与学习过程的普遍步骤归纳总结，进行步骤化，提出了过程设 计理论，来对培训平台的模块结构进行设计，并在文中阐述了模块的过程化设计的基 本理念和特点。在培训平台的开发基于 ASP. NET 和 Access 数据库技术，注重网站设 计的原则，确保网站的性能稳定。 试运行阶段，通过对部分教师的问卷调查了解培训平台的试运行效果，以及教师 对培训平台设计的态度和看法。对收集的数据归纳总结，查找问题，根据运行的实际 情况对网站存在的问题进行调试和修改。 最后，分析了国内外教育技术的发展的现状以及将来的趋势，并提出了自己的一 些观点和努力方向。 关键词：培训平台 教育技术培训 过程化设计 III Abstract As educational technology and teaching increasingly close, requirements about the capacity of educational technology to teacher are more and more significant.
