The scale of industrial land is rapid expanding. Urban planning is facing more opportunities, also facing the challenge of effective test. The accumulation of different planning effectiveness is shortage in the context of rapid urbanization. We need to make some new planning on the basis of the past planning of the effectiveness. Based on these reasons ,the development intensity index of industrial land in core area of Xian Economic and Technological Development Zone is be as a case to study urban industrial land intensity index effectiveness. In this thesis, some proposals of policies and measures for the intensity index of urban industrial land is provided through case studies. The purpose of the thesis is indicator to provide information and reference for urban industrial land intensity planning index. The thesis is divided into six chapters, Chapter 1 is introduction. Chapter 2 is the evaluation of development Intensity Index of industrial land in the effectiveness. Chapter 3 is the Industrial land development Intensity Index effectiveness evaluation in core area of Xian Economic and Technological Development Zone .Chapter 4 is the planning index effectiveness analysis of Intensity of industrial land development. Chapter 5 is the Policies and measures of improving the strength of industrial land development planning index. Chapter 6 is Conclusion. The first chapter includes the thesis of meaning and purpose，the subjects defined the status of international research review relevant content, and methods of this thesis.
