华 华 中 科 技 大 学 硕 士 学 位 论 文 II II Abstract Local officials merit system was very important to The Northern Wei government. It was formed from the reign of Emperor Daowu to the Empress Dowager Feng. After Emperor Xiaowen ascended the throne, he reformed the merit system, so the local officials merit system was established by law as one part of political system. During the reign of Emperor Xuanwu, local officials merit system improved greatly. But since the introduction of “FanJie” and “TingNianGe” in the late of Emperor Xuanwu, the local officials merit system was weakened. At last, the local officials merit system was destroyed with the disintegration of the dynasty. I think there are three reasons leading to the destroy of the local officials merit system. First, the Northern Wey differentiated the local officials from the central ones after the Emperor of Xuanwu’s awarding one grade to all the officials, and it resulted in the idea of thinking highly of the central officials while despising the local ones. Second, the confusion of the merit system. Last, the suspension-year system. And in the last part of the article, we discuss the relationship between the Nine Grades Appraisal System, supervisory system and the merit system.
