华北电力大学硕士学位论文 华北电力大学硕士学位论文 摘要 电力体制改革首先将竞争引入发电环节，国家在电源投资的管理上，逐步变审批制 度为核准制度。与改革前相比，电源投资者增加了投资的机会， {旦将面临更加复杂的投 资风险，需要承担更大的、更多的投资风险。在过渡的阶段，电源投资者主要面临那些 风险，投资者如何来防?在这些风险 F 做出投资决策时如何评估电源投资的风险，是急待 研究的课题。 本文首先分析电源投资风险的构成及特点 F 接着对电源投资风险进行归纳分类。在 对每一类电源投资风险进行具体分析的基础上?逐一给出每类风险的防范措施。然后在 研究多种评价方法的基础上，着重模糊综合评价的方法，进行电源投资风险的综合评价。 为了进一步证实所建立的风险评估模型的适用性 F 结合某一地区投资风险分析案例 F 利 用模型提供的方法进行求解 F 得出对电源投资风险的评价优良与否的结论。希望通过本 文比较系统的研究 F 能够对电力体制改革初期 F 电源投资风险的研究提供有益参考。 关键词:电源投资 p 风险分类 F 风险防范 F 综合评价 ABSTRACT The reform of electricity power system brings the conlpetition into the generating part. The government change from the examine to the approving in 世le management of power resource investment. Comparing with the situution before the reform，the ?nvestors got more chance，but also faced more complicated investing envírorunent and have more rìsk .so in this phase ?t is a very urgent problem to discuss what kind ofrisk 白at the investors are facing， how to prevent this risk and how to evaluate the risk of the investment . Th?s article wiU analyze the structure and character of the ri法) then sum up all the risk. Based on the analyzet the measure to prevent thc risk was given. Then on the basis of studying many kinds of appraisaJ method) the method to focus on fuz勾， comprehensive appraisal，carry on the comprehensive appraisal of the investment risk of the power . ln order to prove the applicability of this model ，1constructed a case of inves1lnent risk analyze.
