I I 摘 要 摘 要 在电子信息产业高速发展的经济形势下，建立一套科学有效的电子信息产业 技术创新能力评价指标体系，对于重新认识产业的技术创新能力，从而制订有效 措施以提升产业竞争力，具有非常重要的意义。本文主要通过定量分析和定性分 析相结合的研究方法，在对技术创新能力的理论基础、国内外研究成果进行梳理 总结的基础上，针对产业层面的技术创新能力评价指标提出了自己的看法。从现 有的研究看，国内外学者对技术创新能力的研究已经持续了几十年，但极大部分 研究侧重于国家层面或者企业层面，对处于中观经济层面的产业技术创新能力研 究起步较晚，近几年才逐渐成为了研究的热点。本文从技术创新的概念、原理出 发，对电子信息产业技术创新能力的概念、内涵进行了界定，并对电子信息产业 的发展趋势进行了分析，在此基础上，构建了包括4个一级指标和15个二级指标的 电子信息产业技术创新能力评价指标体系。 在构建产业技术创新能力评价指标体系的基础上，本文利用层次分析法对成 都市电子信息产业的技术创新能力进行了定量评价，根据连续3年电子信息产业的 数据进行分析；然后在对电子信息产业技术创新能力综合评价的基础上，对发展 成都市电子信息产业提出了一些建议。 关键词: 技术创新,产业技术创新能力,评价指标体系,评价方法,层次分析法 II II Abstract Abstract The rapid development of electronic information industry in the economic situation, establish a scientific and effective electronic information industry, technological innovation capability evaluation system For re-industry technical innovation capabilities in order to draw up effective measures to enhance the competitiveness of its industries. has very important significance.
