II II Abstract The rules to increase official transparency of China has come into effect in May.1st 2008, in which it pointed out that for the sake of guaranteeing the citizens, legal persons and other organizations to get government information, improving transparency, prodding the administrative department to lawfully administrate, and giving full play to government information in production, life and social economic activity, people’s governments at all levels must strengthen leadership and team building over the work of opening of government information. Without a doubt, the publish of rules to increase official transparency provided significant security policies for strengthening construction of E-government, promoting freedom of administrative information and realizing government informtion resources sharing in whole society. However, there are various models of realizing E-government informtion resources sharing in wide area need to discuss, in which the mode of operation of the society is a key subject concerning theory and practice. Taking the mode of operation of the society as a mode of E-government informtion resources sharing, this paper try to explore the basic approach of perfecting the mode of operation of the society of E-government informtion resources sharing. The paper can be divided into four parts. The source, background, and significance of the topic are presented in Chapter one, based on discussing related research results home and abroad and the related concepts, this part described the ideas, research methods and the possible of innovative points of this article. Chapter two analyzes the lacking in sharing of E-government informtion resources and its causes, then it puts forward the theoretical significance and practical force.
