Since reform and opening up, the amount of cultivated land is diminishing which threats to Chinese grain security. Farmland being occupied by construction is the main reason leading to reduction in the amount of cultivated land. At the same time, small and medium cities in China have also entered the ranks of the rapid expansion of construction land beside with big cities. There have been a considerable number of researches and applications on urban growth boundary (UGB) in some countries around the world. UGB has been verified to be an efficacious method in the expansion control of urban land. Since 2006, China implemented the urban planning approachwhich setted the regulation that “the overall planning framework should involve the content about UGB of Town Center City. However, there are a large number of differences between Chinas social system, land system, stage of economic development, degree of urban development and those of western developed countries. Therefore, to use this exotic UGB to solve the problem of Chinas land resources conservation, China needs to explore its own UGB formulation and implementation methods. For exploring a method to set up the UGB of citys downtown in Dingzhou, Hebei Province, this paper discusses sevrel issues on UGB. Besides ensuring urban economic and social sustainable development, this paper presents the view that fairness is an important prerequisite for UGB setting, while the main problem for UGB to solve is the conflicts beteen urban economic development and land resource limit; Under the target of cultivated land protection, chapter 3 proposed 4 indicators in order to determine whether UGB is applicable to a city ; Chapter 4 discussed three issues including the preparation approach ,setting method and implementation system of the UGB ,and proposed the method quantity control, line r
