Abstract With the rapid development of information technology, telecommunication network management can no longer meet the need of the situation. Therefore, It has become more and more important to establish a telecommunication network with the local operation of the telecommunication network management system model in telecommunication industry. This thesis studies with telecommunication enterprises in the new market environment, how to adjust the local telecommunication network management strategy, take effective measures to improve the quality of communications network and service, reduce operating costs, the use of telecommunication resource to enhance the operational efficiency of the network. This thesis studies with the method of integrated management in local telecommunications network of Dongguan, and it gives a brief overview of Dongguan Telecom and its communication capabilities. From the theory and successful experience of the international communications and telecommunications network management, It summarizes that modern telecommunications network management should have some basic features, and build the information model of Dongguan local telecommunications network management; It analyzes the need and the specific content of telecommunications networks information model . It tells a market-oriented, cost accounting for the center, integrated telecommunications network management-based telecommunications network management mechanism, and the maintenance system; and how to make full use of the telecommunications network resources, improve the utilization of network resources and guarantee the safe operation of networks such measures were discussed.
