天津理工大学2011届本科毕业论文 天津市农业保险模式研究 摘要 本文根据雇主赔偿责任在世界各国的发展，吸收国内外生产安全事故赔偿制度的成功经验。结合我国当前石化行业的生产安全现状与问题，对各国的生产安全事故赔偿制度进行归纳总结，分析各自的特点。根据我国的石化行业生产安全现状及需求，分析生产安全事故赔偿制度在我国发展的必然趋势及其作用。提出了雇主赔偿责任制度在我国的发展策略以及相关的对策，为完善我国生产安全事故赔偿制度提供可靠的理论依据。结合我国的石化行业情况，分析雇主赔偿责任制度发展的重点和存在的问题，并探讨雇主责任保险在我国发展所需要的条件，选择出适合我国石化行业生产安全事故的赔偿制度。 本文研究表明：完善的天津农业保险模式，为发展农业保险提供了保障，减少农业自然灾害给农民造成的损失，对于促进农业和农村经济的发展具有重大的现实意义。健全的农业保险模式能更好的分散农业风险，促进了农业资源的合理分配，促进了农产品总量和质量的提高，保障了农业的再生产和扩大再生产。针对完善天津农业保险模式存在的问题，本文提出了一些建议：深入明确政府和保险公司的职责；充分发挥其他地方基层组织的作用；建立简化、便捷的操作程序等。 关键词：农业风险 农业保险 保险需求 保险模式 The Research on Agricultural Insurance Mode in Tianjin ABSTRACT According to the agriculture insurance mode of all countries in the world, absorbs the domestic and foreign agricultural insurance development mode of successful experience. The agricultural insurance modes of China are summarized in combination with the current agricultural insurance mode, and analyze the characteristics of each mode. According to the statues and needs of agricultural insurance in Tianjin, analyzes the inevitable trend of development in Tianjin and function. Puts forward agricultural insurance mode in Tianjin development strategies and relevant countermeasures for perfecting the Tianjin agricultural insurance, provides the reliable theory basis for mode. Combining with the conditions of Tianjin agricultural, analyze the development of agricultural insurance mode of Tianjin key and existing problems, and discusses the development of agricultural insurance mode in Tianjin required conditions in order to choose the suitable agricultural insurance mode for Tianjin to develop. This research shows that: the perfect Tianjin agriculture insurance pattern can provides security for the development of agricultural insurance and reduces agricultural natural disasters to farmers’ damage.
