哈尔滨工业大学工学硕士学位论文 桂林电子科技大学毕业论文 - PAGE II - - PAGE III - 城市化进程中的城市公共安全问题研究 摘 要 随着经济社会发展和城市化的加速, 城市在经济社会发展中的地位日益突出。与此同时, 对城市管理的要求也越来越高, 面临的挑战和困难也越来越多。其中, 在城市面临的诸多挑战中, 最为突出的问题之一即为城市公共安全问题。因此, 加强对城市公共安全问题的研究, 创新性地提出城市公共安全评价模型, 是提高城市安全管理水平和质量的有力保障。 城市公共安全是城市可持续发展的重要保障，维护城市公共安全是城市政府的重要职责。随着社会的进步和城市化进程的加快，大量人口涌入城市，在为城市发展注入活力的同时，也给城市公共安全带来巨大压力。 城市规划是政府保障公共安全和公众利益的重要公共政策。科学的城市规划可以减少城市公共安全事件发生的可能性，减少公共安全事件发生时的损失。城市公共安全规划要纳入城市发展总体规划，保证城市公共安全规划的合理性、可行性、可操作性，实现城市公共安全保障体制、机制和技术协调统一。 近些年，城市公共安全事件频繁发生，地震、海啸、爆炸、恐怖袭击不胜枚举，严重威胁着人类生命和财产安全。本期焦点以城乡规划视角关注城市公共安全，通过科学的规划，降低城市安全风险，保障城市公共安全，实现城市可持续发展。 关键词　城市化；公共安全；城市规划 In the process of urbanization city public security research Abstract With economic development and the acceleration of urbanization, the city in the position of the economic and social development is more and more serious.
