中法高等工程教育合作背景现状和策略分析 　　关键词：高等工程教育；中法教育合作；卓越工程师教育培养计划；走出去战略 　　摘要：法国工程师教育在世界高等工程教育中独树一帜，呈现出高水平、精英化、国际化等特征。基于实现中国工业现代化、落实高等教育“走出去战略”、中国与法国高等工程教育国际合作在推进“卓越工程师教育培养计划”方面取得了一系列丰硕成果。当下，分析中法两国高等工程教育的合作现状，理顺其合作主体、合作方式与合作模式，有助于拓展合作渠道、完善合作内容、理顺合作机制，深化中法高等工程教育的国际合作与交流，对服务国家战略具有重大的现实意义。 　　中图分类号：G640文献标志码：A文章编号：1009-4474（2016）05-0070-05 　　Key words： higher engineering education； education cooperation between China and France； Outstanding Engineers Training Plan； Goingout Strategy 　　Abstract： French engineer education in higher engineering education in the world is unique， and shows characteristics of high level， elite education， and internationalization. A series of fruitful results have been achieved through higher engineering education cooperation between China and France， based on the realization of industry modernization， the execution of the “Goingout Strategy” of higher education， and the advance of “Outstanding Engineers Training Plan” in China. The status quo of higher education engineering cooperation was analyzed in the two countries， which include cooperation subjects， methods， and forms. To better perform future work， we should expand the cooperation channel， improve cooperation content and establish cooperation mechanism， which will help deepen the cooperation and communication of higher engineering education between the two countries. Such work have a great practical significance in meeting the national strategy. 　　进入21世纪，全球产业和经济的发展使得工程领域面临大量高素质工程人才短缺的严峻挑战，高等工程教育国际化的改革在前所未有的广度和深度上被世界各国所重点关注〔1〕。结合世界工业化、现代化、城市化进程，聚焦全球资源，加快我国高等工程教育的国际化发展，是我国培养具有全球胜任力拔尖创新人才的必然选择。众所周知，法国工程师教育特别注重教学与实际的紧密结合，培养的工程师具有很高的就业率和社会地位，在世界高等工程教育中独树一帜。目前，我国学者对中法高等工程教育进行了尝试性的探索和研究，其主要集中于人才培养模式〔2～4〕、毕业设计〔5～6〕、工程师学历教育〔7〕、工程师职业发展〔8〕、教师职业发展〔9〕等领域。随着我国与法国双边关系的进一步发展及深化，分析中法两国高等工程教育合作背景、总结其合作现状，有助于充分把握中法高等工程教育未来的发展趋势，对深化我国的“卓越工程师教育培养计划”、推进我国的高等工程教育国际认证、促进中法两国高等工程教育双边合作与发展具有重要而深远的理论和现实意义。 　　一、中法高等工程教育合作背景高等工程教育国际合作是提升我国高等工程教育国际化水平的可行性举措。中法两国高等工程教育合作有其时代背景，其合作一方面能促进我国高等工程教育与国际工程教育接轨，另一方面能满足我国高等工程教育服务国家
