Abstract Ideological and political education of students in colleges and universities is an important composition of higher education, which play significant role on improving ideological and political quality of university students and training builders and successors of socialist cause, and the evaluation of which can be checked the working effect as an important mean. If or not the evaluation index system can be perfected, will influence the success of evaluation work and decide the improvement and development of ideological and political education of students in colleges and universities. So it is essential and possible to study how to construct the evaluation index system. Based on deeply understanding the intension of the evaluation for ideological and political education of students in colleges and universities, the paper sum up experience, find the correct orientation, endeavor to construct the evaluation index system embodied the total arrangement in No. 16 document of central authorities, which can strongly support the evaluation work by scientific, objective and fair way. Firstly, the present and development situation of the evaluation for ideological and political education of students in colleges and universities is study, and the historical practice experience is summed up and used for reference, from which the method and law is acquired. Secondly, the form of evaluation index system is built by making clear the evaluation purpose and comparing the relative concept of evaluation. On this basis, important theoretical and realistic significance on constructing the evaluation index system in new situation is expounded. Thirdly, the relative basis of research is established from three gradations, which separately are the theoretical basis of feasibility in constructing the evaluation index system, the realistic basis of feasibility and measurability basis of the evaluation index system.
