内蒙古科技大学包头师范学院硕士学位论文 A Study of the Differences in Fund Raising Mechanism of New Rural Co-operative Medical System Between Developed Regions and Underdeveloped Regions in China ---- A Case Study of the County-level City Jiangyin in Jiangsu Province and Hangjin County in Inner Mongolia Autonomous Region Abstract The New Rural Co-operative Medical System has been in practice for ten years and the issue of fund raising has always been the basis and precondition of its operation. Underdeveloped regions and developed regions have been given the same starting line at the beginning of the system, but now there is a huge disparity between them, which is a pressing problem needs to be dealt with urgently. This thesis aims to resolve or at least relieve the difficulties in fund raising of New Rural Co-operative Medical System in underdeveloped regions. Taking the differences between the county-level city Jiangyin in Jiangsu Province and Hangjin county in Inner Mongolia Autonomous Region as a case study, this thesis tries to find out the factors contributing to the conspicuous differences in the fund raising mechanism of the New Rural Co-operative Medical System in the two regions by interviewing local farmers, distributing questionnaires and collecting relevant materials. The factors include economic development, the level of medical service in grass-root units, local policies, social factor, cultural factor as well as ideological factor, which respectively influence the executor, principles, level and channels of fund raising, etc. . By studying the fund raising mechanism of New Rural Co-operative Medical System in developed regions, we can reach a conclusion of how to establish diversified fund raising channels, construct personalized fund raising standard of multiple layers, build diversified personal fund raising methods; consequently, fund raising mechanism can be institutionalized and we can set up correct and impeccable guiding mechanism of fund raising to resolve the d
