城乡一体化背景下农村居民点集聚方式分析-城市规划与设计专业论文.docx

摘 要 目前，部分地区以城乡资源一体化为目标而全方位推进的撤村并点、农民“进城 上楼”、大规模农民集中居住等建设行动，忽视了农村社会群体的特殊性和地域特色， 实际上是对城乡发展一体化理解的偏差。因此，在快速城镇化阶段如何尊重农村居民 点集聚方式演变规律，探索城乡发展一体化背景下农村居民点集聚的科学合理方式具 有紧迫性。 城镇化、农业现代化、城乡发展一体化都对农村居民点集聚方式产生了深刻的影 响，首先，在研究农村居民点演变的一般历程的基础上，归纳出城镇化影响下的农村 居民点的集聚特征；其次，梳理我国城镇化较发达地区农业产业化特征，总结农业产 业化影响下的居民点集聚特征；第三，分析城乡发展一体化内容以及城乡差异性，及 其对农村居民点集聚形态的影响，预测城乡发展一体化作用下的农村居民点集聚特 征。基于以上三方面研究，整合农村居民集聚方式影响因素与发展目标，如农业产业 保育、地域特色发展、资源环境维育等，通过影响因素的选定和层次分析，探索苏南 地区农村居民点集聚方式合理程度评价方法，并提出了几种可能的集聚方式，为“撤 村并点”建设行为提供参考。最后，将该评价方法应用于吴江黎里镇浦南片区的农村 整合规划，提出了该地区农村居民点集聚方式和集聚能力建设的建议。 保留一部分农村居民并适当集聚是发展的必然。保留整合、规划调整、整体迁移 是农村居民点三种基本的集聚方式。农村居民点集聚方式评价的主要影响指标受木桶 效应的影响，从最低分值因素开始整改的建设方法，对提升集聚能力、节约资源、提 高建设效率、形成合理集聚形态具有重要的意义。 关键词：城乡发展一体化，农村居民点，特质维育，集聚能力建设 I Abstract At present, taking the Urban and Rural Resource Integration as the goal, some areas all-around advance the construction action, just like Villages merging, Farmers “go upstairs”, Large-scale farmers living together and so on, ignoring the specific of rural society and region features, actually misunderstand the Urban and Rural Integration. Therefore, at the stage of rapid urbanization, how to respect the clustering evolution rule of rural settlements, and explore a scientific and reasonable clustering way of rural settlements on the background of Urban and Rural Integration are urgent. Urbanization, agricultural modernization and Urban and Rural Integration have profound impact on the clustering of rural settlements. Firstly, based on the study of rural settlement evolution, the paper induces the characteristics of rural settlements impacted by urbanization.
