导师签名： 时间： 年 月 日 城市土地利用结构和布局优化配置研究 ——以乌鲁木齐市为例 摘 要 土地是社会、经济、环境三者的结合部和落脚点。人口、资源、环境与发展问题往 往都可以归结为土地利用问题，土地利用的合理结构与布局是可持续发展的保证，是贯 彻落实科学发展观、构建和谐社会、促进经济社会平稳较快发展的关键。随着城市化的 发展，各类用地之间的相互影响与作用日趋强烈，由此所引发和暴露出来的土地利用问 题与矛盾十分突出，直接影响到经济社会的发展。 为此，本论文从研究乌鲁木齐市土地利用的空间演变过程入手，通过综合研究，分 析乌鲁木齐市土地利用结构和布局中存在的问题，总结土地利用变化规律及特点，并设 计出了乌鲁木齐市土地利用结构优化模型，提出土地利用优化的调整方向及措施，这对 于统筹安排各类土地、缓解用地矛盾、提高土地利用效益、实现节约集约用地，促进乌 鲁木齐市经济社会平稳较快发展，具有重要的指导及借鉴意义。 关键词：城市土地；结构布局；优化配置；土地利用；乌鲁木齐 Analysis on the Optimal Allocation of Urban Land-use Structure and Arrangement ——A Case Study of Urumqi Abstract Since the land is the combination and end point of the society, economy and environment, all the issues of population, resources, environment, and development can always be regarded as the issues of land use. The reasonable structure and arrangement of land use is the base of sustainable development, and the key point of applying the Scientific Outlook on Development, forming the harmonious society, and promoting steady and rapid economic development. With the process of urbanization, the increasing affections of different types of land use on one another may lead to the significant problems and contradictions on land use, which will directly have a bad effect on the development of the economy and society. Based on the views of point above, this thesis first analyzed the spatial evolving process of land use, and figured out the problems in the land-use structure and arrangement of Urumqi, Xinjiang. By analyzing the regular pattern and characteristic of land-use changes, the thesis set up the optimal model of land-use structure of Urumqi, and pointed out the adjustments and measures for better land use. All of these above will play an important role in reasonably arranging different types of land use, alleviating the contradictions of land use, increasing the benefits of land use, and achieving the thrifty and intensive use of land, which will contribute a lot to the steady and rapid economic development of Urumqi.
