摘 要 学位制度是高等教育制度中一个重要组成部分，随着我国高等教育逐步进入大众 化，现行的学位制度由于认识程度和政策法规等方面的原因，己无法适应新的高等教 育发展，具体表现在：学科结构体系的不完善、学位学历关系的不明朗、质量控制体 制的不健全、学位等级结构的不合理、专业学位类型的不适应，以及学术权力“缺位” 和行政权力“越位”等多个方面。 “他山之石，可以攻玉”。欧美发达国家的学位制度经过多年的发展已逐渐成熟和 完善，多样化的学位体系构建，以及对于学位和研究生教育质量的控制成为这些国家 学位制度合理性的集中体现。借鉴欧美发达国家学位制度的特点，有利于取其精华指 导我国学位制度的改革，建立起具有中国特色的、适应时代发展需要的学位制度。 本文从回顾我国学位制度建立三十年来的主要成就入手，深入分析和辨证解读我 国学位制度的发展现状,注重研究与欧美发达国家在学位的体系与标准、授予与审核、 保障与监控等方面存在的主要差距，研究梳理可供借鉴之处，最后对我国学位制度的 下步发展进行了深入思考，提出了完善学位授权审核制度、发展多样化学位类型、健 全学位质量评价制度、改革完善法规体系、下放学位授权审核权限、全面推进副学士 （协士）建设等问题。 关键词：三十年学位制度；欧美发达国家；发展 Abstract The degree system is an important component in higher education system. When our country enters Mass Higher Education, the present degree system has not adapted the new development because of the understanding level and policies and regulations, and so on. it shows concretely as follows: Structure system of discipline is not perfect; the relationship of degree and education history is not clear; quality control system is not well organized; the professional degree type does not find its feet; the academic power is deficit and administrative power is off-side. “The stones from other hills, can attack the jade”. The degree system of the American-European developed country has been already ripe and perfect gradually through many years’ development. These nations’ rational degree systems embody in diversified degree systems structure, control rationally degree education and postgraduate education. Use the experience of the American-European degree system of developed country, which avail to guide the reform of the system of degree of our country and set up the degree system with Chinese characteristic to meet the needs of era development.
