河北经贸大学硕士学位论文 Abstract With the coming of knowledge-based epoch and the development of economic globalization, the city’s ability of innovation becomes key factors of city’s future development. Under the strategic decision-making of central constructional innovation-oriented country, all governments respond the problem about city’s innovation. The scientific evaluation of city’s ability of innovation is the main condition if we want to construct the effective innovation system of city and make the innovation strategy of city. We should evaluate the city’s ability of innovation objectively, scientifically, quantitatively, effectively, then we can grasp the evolutional discipline of ability of innovation, carry out the innovation activities, construct the innovation-oriented city .So the article’s core is quantitative evaluation about city’s ability of innovation. Around the evaluation of city’s ability of innovation, the article adopts regional (national) innovation theory, system theory, synergetic and draws relevant researches to construct theory framework: sorting out the development of innovation theory, differing the city’s innovation and the innovation-oriented city, analyzing the two sides of city’s innovation---static structure and dynamic run, explaining the meaning of city’s ability of innovation, getting the functional significance of city’s innovation. The article adopts the ideas of system analysis and comprehensive evaluation, analyzes the ideas, methods, indicator system and models of city’s ability of innovation，then according above content, the author makes empirical analysis to the development of the city’s innovation of Hebei province. The article points out the ideas that multi-indicators comprehensive evaluating method measures the city’s ability of innovation.
