摘 要 古往今来，无论在发达国家还是发展中国家，流浪乞讨作为一种特殊的生活方式， 长期存在。在当代，流浪乞讨现象大量涌现，成为妨碍社会健康发展、滋扰社会成员正 常生活的不良社会现象，所以说研究和分析流浪乞讨人员现象为构建和谐社会具有理论 意义和现实意义。 本文首先对关于流浪乞讨人员相关制度的变迁进行研究，对建国以后整治流浪乞讨 人员的政策进行阐述，分别介绍了建国初期的教养制度，随后的收容遣送制度以及最新 施行的救助管理制度，通过对各个制度的分析揭示我国对流浪乞讨人员政策的变迁。 其次，通过文献综述、数据分等方法归纳了流浪乞讨人员的特点、分析了流浪乞讨 的成因和发展趋势。当代流浪乞讨群体数量呈上升趋势，乞讨方式呈多样化发展，职业 乞丐、儿童乞丐大量涌现。主要原因有个人因素、社会因素、家庭因素以及社会经济发 展、社会贫富差距加大等。 再次，分析了救助制度运行中出现的问题，以及制度上的缺失。以英国和美国为例 介绍了西方国家在实行流浪乞讨人员救助方面的经验与教训，对我国政府研究和管理救 助制度有借鉴意义。 最后，本文基于我国救助管理制度的薄弱，提出对策建议。我认为应该逐步完善救 助管理制度、健全相关法律法规、加强对职业乞丐的管理、保障救助经费等方面进行改 进，更好的解决流浪乞讨问题，构建社会主义和谐社会。 关键词:流浪乞讨人员 救助制度 社会保障 职业乞丐 Abstract Through the ages, no matter in developed and developing countries, the beggars as a special way of life, always exist. In contemporary China, the beggars phenomenon emerge in a large amount, become hinder social health, normal life harassment social members drape social phenomenon, so says the study and analysis of the phenomenon and beggars for building a harmonious society has theoretical significance and practical significance. This paper firstly beggars related system about the change of regulation, after the founding of the policy of beggars are introduced, and expounds the education-through-labor system founding, then asylum of illegal system and new latest aid management system, based on the analysis of each system to reveal our policy changes of beggars. Secondly, by literature review, data classification method summarized the characteristics of beggars, analyzes the causes of the beggars and its development trend. Contemporary population beggars shows ascendant trend, begging are diversified development way, professional beggar, child beggars springing. Main reasons are individual factor, social factor, family factors and social economy development, social increased inequality factors.
