The paper thinks this situation will not only reduce the income of farmers ，but also threaten food security. Fruits of social development should be shared by all members of society. Government should endow farmers the right to make their own decision about basic--farmland and buy it, and should establish help peasant fund with the income of transfer land use rights, and enable farmers to enjoy the fruits of social development.
