私域信息资源公益性开发的策略的研究 　　〔摘 要〕本文从协调“私域信息资源”私人所有和社会化利用需求之间矛盾的视角出发，界定了私域信息资源公益性开发的概念，分析了私域信息资源公益性开发的理念，构建了私域信息资源公益性开发的策略轴模型并分析了主要策略的内涵。本文认为，“私域信息资源公益性开发”是信息机构以公众受益和社会效率为目标，在遵守国家法律，尊重和保护私域信息资源产权主体权利的前提下，通过协调与个人和私人机构之间的关系，对部分具有社会价值的私域信息资源所进行的共享、加工和服务等活动。根据内容和应用情境的不同，私域信息资源公益性开发可以采用“保密控制”、“人工应答”、“信息筛选”、“信息分割”、“信息替代”、“权限分割”和“整体让渡”等7种策略和“封闭型策略”、“混合型策略”和“开放型策略”3种类型。本文的研究结论对大数据时代社会信息资源的整合共享具有重要的启示意义。 　　〔关键词〕私域信息资源；私人档案；公益性开发；策略轴 　　DOI：10.3969/j.issn.1008-0821.2015.09.002 　　〔中图分类号〕G25073 〔文献标识码〕A 〔文章编号〕1008-0821（2015）09-0008-04 　　〔Abstract〕In order to coordinate the conflicts between private ownership and public utilization of private information resources，the conception of public utilization of private information resources was defined in this paper.Then，the ideas of public utilization of private information resources were analyzed，a theoretical strategy axle model is established and the strategies were discussed in this paper.It was verified in this paper that public utilization of private information resources refers to the activities on sharing，processing and services of some valuable private information resources.It is carried out by some information organizations，at the conditions of national laws obeying，information owner rights protection，private and public relationship harmonizing，as well as aims for public behaves and social efficiency.According on the difference in content and utilization，the strategies for public utilization of private information resources could be classified as confidentiality control，manual consultation，information filter，information segmentation，information substitution，authority segmentation，and whole transferring.They could also be categorized into closure strategy，mixed strategy and open strategy.The conclusion of this paper was significant to social information resources integration in Big Data era. 　　〔Key words〕private information resources；private archives；public utilization；strategic model 　　信息资源是国家机构、社会组织和个人在社会生活当中形成和积累起来的有用信息的集合，根据
