水利水电工程建设管理问题及的对策 　　摘要：本文总结了水利水电工程建设管理存在的问题。工程立项缺乏科学、规范性，项目法人责任制落实不到位，工程建设管理过程尚不规范，工程资金不落实等，提出了新形势下加强水利水电工程建设管理的对策。严格落实水利水电工程建设管理＂四项制度＂；加强水利水电工程质量管理，切实加强水利水电工程建设工期控制，严格工程开工和验收管理，加强工程现场安全管理，加大水利建筑市场监管力度，提高水利水电工程管理人员的业务水平和综合素质。 　　关键词：水利水电工程；建设管理；问题；解决措施 　　Abstract: this paper summarizes the water conservancy and hydropower engineering construction management problems. Lack of scientific, normative engineering project, the project legal person responsibility system carries out does not arrive, the management of project construction process is not standard, engineering capital not implemented, and put forward the new situation to strengthen the management of water resources and hydropower engineering construction countermeasures. Strictly implement water conservancy and hydropower engineering construction management four system; Strengthen water conservancy and hydropower engineering quality management and strengthen the construction of water conservancy and hydropower engineering construction control, strict construction and acceptance of the project management, strengthening the safety management of construction site, increase water conservancy construction market supervision, and improve the management of water resources and hydropower engineering business level and comprehensive quality. 　　Keywords: water conservancy and hydropower projects; Construction management; Problem; measures 　　中图分类号：TV文献标识码：A 文章编号： 　　 　　 我国水利水电工程建设任重道远，为了发挥水利水电工程对我国经济可持续发展的保障作用，必须建立充满生机活力的水利水电工程管理体制。探讨了水利水电工程运行管理的重要性，并分析了我国水利水电工程管理中存在的问题，最后提出了水利水电工程运行管理改革的一些举措。 　　1当前我国水利水电工程建设管理工作所面临的具体问题 　　 为提高各级地方基础设计建设水平，我国各地兴建了大量的水利水电工程，然而这些工程在建设过程中由于缺乏科学合理的规划，建设过于盲目，致使我国水利水电工程建设过程中各种管理问题暴露出来，具体问题集中体现在以下几个方面： 　　1.1水利水电工程项目立项开发缺乏科学论证 　　 水利水电工程项目的建设需要有关部门结合当地的实际情况进行充分调查与分析的基础上进行详细的研究，也可以采用听证会的方式征求广大群众的意见。而有些政府部门在没有对当地的水文、地质、生态环境等多种因素进行详细的分析论证，便盲目的进行水利水电工程建设，导致水利工程施工占用大量的土地，地表植被破坏，而对水资源的调配却起不到多少作用，不仅不被群众所认可，还引起群众的不满，出现一批“政绩工程”、“形象工程”造成大量的建设资金被浪费，不利于地方经济的发展。 　　1.2水利水电工程建设过程中各个环节的管理制度不够规范 　　 水利水
